February 23, 1998, 17:00 - 19:00, BILDs office - meeting of Cinics organisers and lecturers with representatives of the ABA on methodical issues related to the conducting of the clinical sessions.
The Human Rights Clinics sessions will take place in the BILDs office, 24 Graff Ignatiev St., and will consist of ten sessions, every Wednesday from 18:00.
I Session - February 25, 1998. Examination of a introductory comprehensive case on art. 5 of the European Convention for Human Rights - right to liberty and security of person. Permissible restrictions on the right to liberty and security - art. 5 (1). Art. 5 (1) /c/ of the ECHR. Necessity and lawfulness of detention. Procedures under the Bulgarian legislation. Requirements of the European Convention for the procedures under art. 5 (3).

Assignment for March 4tth: the students are required to prepare reasoning to a motion to change the measure to secure appearance; prepare reasoning to an objection against the motion to change the measure to secure appearance; prepare a ruling on the motion to change the measure to secure appearance.
Note: The materials needed for preparation for the I session will be available to the students in the BILDs office on February 20, 1998.
II Session - March 4 , 1998. First part of the session: moot-court hearing on the motions to change of the measure to secure appearance. Second part of the session: analysis of the hearing. Alternative remedies (civil claim).

Assignment for March 11: the students are required to prepare a project for application to the European Commission for Human Rights

III Session - March 11, 1998. Analysis of the prepared projects for applications to the European Commission. Requirements for admissibility of application. Procedures on the admissibility.

Assignment for March 18: the students are required to prepare opinions on the applications and to prepare closing arguments.

IV Session - March 18, 1998 - moot-court hearing on the applications.

V Session - March 25, 1998. Right to life. Prohibition of torture or inhuman or degrading treatment. Examination of a case.

VI Session - April 8, 1998. Right to freedom of thought, conscience and religion. Examination of a case.

VII Session - April 15, 1988. Right to freedom of peaceful assembly and to freedom of association. Examination of a case.

VIII Session - April 29, 1998. Right to respect for private and family life, home and correspondence. Examination of a case.

IX Session - May 13, 1998. Right to freedom of expression. Right to receive and impart information. Examination of a case.

X Session - May 20, 1998. Examination of a concluding case.
Notes: The sessions will consist of two academic hours.
The students will be additionally informed about the interviews with clients and the meetings with detainees which will be held beyond the Clinics sessions.
